PPE Buying Guide: Three Scenarios for Choosing Safety Gear That Won't Blow Your Budget

I manage PPE purchasing for a 230-person manufacturing company. Our safety budget is around $140,000 a year, and I've tracked every invoice for the last six years. So when people ask me “which safety gear should I buy?” I don't give one answer, because one answer doesn't fit the three situations I see over and over.

You're either:

  • Stocking a small crew with a tight budget,
  • Equipping a larger site with specific hazards, or
  • Buying something today because you're out of stock and work stops.

That's it. The mistake is treating all three as the same decision. Let me run through each one from a cost perspective—not the unit price, but the total cost of ownership (TCO), which includes replacement, downtime, compliance, and the extra work you swallow when gear fails.

I didn't always think this way. In March 2023, a batch of “bargain” safety glasses changed my mind. They cost $2.10 each, but the lenses scratched within two weeks and we replaced about a third of them. The replacements, the labor, and the compliance risk made them more expensive than the mid-tier glasses we use now. That one incident changed how I look at any deal that sounds too cheap.

Scenario 1: You're buying for a small crew on a budget

For a small crew doing painting, framing, plumbing, or basic assembly, the temptation is to buy the cheapest thing on a product page. Stop right there. If a pair of safety glasses is $2, that's fine if it actually blocks debris and stays comfortable for eight hours. But if the $2 glasses scratch after three days and people stop wearing them, the real cost is a safety violation or an eye injury.

Your eye protection doesn't have to be expensive. The Jackson Safety Monogoggle has been a solid budget pick in our rotation for years. It meets ANSI Z87.1, covers a wide field, and handles splash and debris without a lot of fuss. It's not glamorous. It works.

For respiratory protection, the same thinking applies. If the task is nuisance dust, an N95 is enough. But know how to wear N95 mask properly, or it's worthless. And then there are men's work boots. I know, they don't have the word “safety” on the box, but they are PPE for anyone with a foot hazard. A $49 boot looks like a win until it comes apart at the seams in four months. Four months of wear shouldn't be the goal. Compare cost per month of service. A $110 boot that lasts 14 months beats a $49 boot that lasts 4 months every time. Seriously, doing this math changed our whole footwear budget.

Scenario 2: You're equipping a bigger facility with specific hazards

When you're buying for 30+ people, or for a site with chemical exposure, welding, or heavy machinery, your procurement process changes. This is where I use my TCO spreadsheet religiously.

A half face respirator is the best example I know. The facepiece is the cheap part—say $25 to $50. The cartridges are the recurring cost. If you choose a respirator based only on the facepiece, you could end up paying way more in cartridges over two years. Look at the cost per cartridge, how long it's rated to last, and how easy it is to stock locally. Sometimes a slightly more expensive mask has cheaper cartridges and a better seal. That's the total cost thinking.

And before you buy any respirator, make sure it's NIOSH-approved. Under OSHA's respiratory protection standard (29 CFR 1910.134), if respirators are required, you also need a written program and fit testing. That fit testing costs time and money, but it's cheaper than a failed incident. And yes, if you use N95s voluntarily, some aspects of fit testing may not apply. But if you're asking “how to wear N95 mask” correctly, set up training anyway.

We didn't have a formal process for verifying NIOSH approval once. Cost us two thousand dollars and a reshelf day when a vendor sent a lookalike cartridge that didn't fit our respirators. Since then, every cartridge we buy has to be cross-checked against the mask model before the order is placed.

Emergency purchases are always more expensive, and that's okay—if you account for it. The real mistake is using an emergency purchase as your normal baseline.

When I need something same-day, I'll buy from a local distributor. Not because they're cheaper, but because time is part of TCO. A two-day shipping delay for a $12 goggle can cost $800 in lost production. That's the hidden cost people miss.

The fix: keep a small inventory buffer for items you always use. For us, that means a few extra Jackson Safety Monogoggles, spare N95s, and a spare pair of work boots in the most common sizes. When something gets used, you reorder before you hit zero.

How to figure out which scenario you're actually in

Still not sure? Ask yourself three questions.

Do I know the specific hazards everyone faces? If not, you're in Scenario 1 and you should start with basic multi-purpose gear. If yes, move to Scenario 2.

How many people am I buying for, and how often do they wear it? Occasional use and a crew of three? Prioritize price. Regular use and a crew of ten or more? Prioritize durability and reorder consistency.

What happens if a product fails? If failure means injury, stop comparing prices. If it just means annoyance, spend less.

That's the whole framework. The cheapest product is only cheap if it does the job for the expected life and doesn't create extra costs. That's total cost thinking, and it's how I keep our PPE budget sane.
