PPE Ordering Checklist: 6 Mistakes That Cost Our Plant $11,000 (Hard Hat Chin Straps, Metatarsal Boots & Nitrile Gloves)

Seven years ago, I took a safety coordinator position at a metal fabrication plant in Jackson, MS. I thought I knew PPE. Turns out I knew just enough to spend roughly $11,000 on the wrong gear before I learned to read spec sheets properly.

Eddie Jackson—our senior safety manager, in industrial safety since the late '90s—kept a mental list of my mistakes. When he retired in 2023, he handed me that list, plus the purchasing checklist we'd built together over four years of fixing those errors. This is that checklist, organized for anyone who buys PPE for a crew.

Six steps. Every one tied to a mistake that cost us money, time, or credibility. The bottom line up front: follow these steps and you'll order better equipment, walk inspections with documentation to spare, and stop buying the same items twice.

Step 1: Read the hazard assessment before you read the price list

In 2018, I ordered 60 hard hats based on a distributor's price sheet. They were Type I helmets—designed to protect against impact to the top of the head only. Our plant has overhead cranes, swinging loads, and pipe racks at chest level. Those hazards hit from the side. That's a Type II scenario.

Eddie was moving stock one morning, dropped one of the new hard hats off a storage rack, and the shell cracked on impact. Not a formal test, but a strong hint. The spec sheet didn't even claim Type II compliance.

The rule: ANSI/ISEA Z89.1-2014 breaks hard hats into Type I (top impact) and Type II (top plus lateral impact), with Class E (electrical), G (general), and C (conductive) ratings. Your hazard assessment determines which type and class you actually need. Ordering first and asking questions later is how you end up with 60 useless hats and a $1,100 return.

Checklist question: does your hazard assessment mention lateral or side impact potential? Then order Type II. Does anyone work near energized electrical equipment? Then Class E.

Step 2: The hard hat chin strap is not optional

For my first two years in the role, I didn't order chin straps because the crew complained. I get it—straps get hot, they catch on things, they're a nuisance. Every complaint felt legitimate.

Then in March 2019, a welder on a platform bent over the guardrail. His hard hat dropped 12 feet and hit a pipefitter on the shoulder. No head injury. Lucky.

OSHA 29 CFR 1910.135 requires that protective helmets protect the head from impact and fit properly. It doesn't print the words "chin strap" in that section. But the intent is clear: a helmet that can fall off while you work isn't protecting anyone. For work at heights, on ladders, or in wind-exposed spots, a chin strap is the practical compliance answer. ANSI/ISEA Z89.1-2014 covers chin strap performance for exactly this reason.

After that incident, we standardized on Jackson Safety hard hats with 4-point suspensions and chin straps, and made strap use a written policy. The crew complained for about two weeks, then it became routine.

Eddie's summary: "A hat on the ground is a lawsuit waiting to happen." I've never heard a better one-sentence argument.

Step 3: Metatarsal boots are not "steel toe with extra marketing"

This was my most expensive lesson. In 2021 I ordered 40 pairs of steel toe boots for the crew, based on a requisition that just said "safety boots." It didn't say "Mt." The hazard assessment for our stamping and press brake areas required metatarsal protection.

Here's the difference: steel toe boots protect your toes. They do nothing for the metatarsal bones—the five long bones across the top of your foot. A falling steel plate or a heavy drum can crush that area even when the toe is intact. Metatarsal boots add an internal or external guard covering the whole zone.

ASTM F2413-18 is the standard you'll see on the label. Look for the letters: Mt means metatarsal protection, CT means compression, EH means electrical hazard, I/75 is the toe impact rating. If it doesn't say Mt, it doesn't have metatarsal protection. It's that blunt.

The distributor took back some of those 40 boots. Not all. The stamping crew worked in the wrong footwear for two weeks while I expedited a correct order. $3,200 in wasted budget, plus the awkward experience of explaining to an OSHA inspector why our compliant crew wasn't, in fact, compliant.

The rule now: if the hazard assessment says "metatarsal" or "Mt," that's what you order. Steel toe is not a substitute.

Step 4: Can I use nitrile gloves for food prep? Yes—with one condition

We get this question at least once a month, from our own staff and from customers. The short answer is yes, nitrile gloves can be used for food preparation. But "yes" has fine print.

The gloves must be manufactured and labeled for food contact. FDA regulation 21 CFR 177.2600 covers rubber articles intended for food-contact use, and nitrile gloves used in food service fall under that umbrella. The key phrase on the box is "food safe" or "FDA compliant for food contact." If it's not on the box, the gloves don't belong in a kitchen.

In 2022, I ordered industrial-grade nitrile gloves for our break room and sanitation station without checking that label. They were nitrile—technically correct. But not marked food-safe. An employee used a pair to handle food at a company cookout, and our QA lead flagged it immediately. Nothing bad happened (thankfully), but we had zero documentation proving those gloves were food-grade.

The fix was about $13 per case more for food-service nitrile gloves and better-labeled dispensers. That's the entire cost of doing it right.

Glove buying checklist:

  • Food contact? The box must say "food safe" or "FDA compliant for food contact." If it doesn't, don't buy it for food prep.
  • Thinner nitrile (4–8 mil) is typically food-service grade. Thicker industrial gloves may contain additives not approved for food contact.
  • Skip powdered gloves for food prep, even if they're labeled food-safe. Powder contamination is a real concern.

Step 5: Trial-fit with your actual crew before you scale the order

This step is easy to skip because it costs time. It's also the step that saves the most money.

In 2023, we tested three metatarsal boot brands—four pairs each, worn four days, scored on comfort and fit. The surprise wasn't the price gap. It was that the most expensive brand came in second, and a mid-range brand won across the board.

We ordered 40 pairs of the mid-range boots, saving about $1,800 compared to the premium brand. We also got better compliance because the crew actually liked wearing them.

I don't have hard data on industry-wide PPE return rates. Based on our own experience over five years, though, 10–15% of spec-compliant boots get rejected within the first week when nobody checks fit or comfort. Specs are the floor, not the ceiling. If the gear doesn't fit the crew, it doesn't protect anyone.

Step 6: Keep the paper trail

In Q1 2024, an auditor asked for documentation on our glove inventory. We couldn't produce food-safety compliance data for several boxes. Same gap as Step 4, caught two years later. The auditor accepted our corrective action, but it was an embarrassing way to spend a Friday afternoon (ugh).

Now every PPE purchase over $500 gets a compliance spec sheet: item description, ANSI/ASTM standard, the OSHA regulation it supports, and the hazard assessment it satisfies. The buyer initials it. Since we started this, we've caught 47 potential errors in the last 18 months. Not every one would have been a violation. Two of them definitely would have been.

Boring paperwork is the cheapest insurance you'll ever buy.

Common mistakes I still see from other facilities

  • Buying on bulk discount before checking the spec sheet. Done it. Twice.
  • Trusting the sales rep's word over the manufacturer's label. Sales reps have quotas; labels don't.
  • Ordering one style for everyone without fit trials. Your crew has different feet, head sizes, and preferences. Order accordingly.
  • Collecting paperwork only when an audit is announced. Then you're scrambling for records you should have filed in January.

One more thing: the gear your crew wears is the first thing a client or inspector sees. A workforce in compliant, quality equipment reads as professional. A crew in mismatched, non-compliant boots reads as a liability, even if the actual risk is small. Quality is part of your brand—don't save money in a way that costs you credibility.

The bottom line

Eddie Jackson's favorite line was, "The cheapest PPE is the one you never have to buy twice." I used to think that was just something old safety guys said at lunch. Seven years and $11,000 in mistakes later, I get it.

Read the standard. Test the gear. Keep the paperwork. Take it from someone who's written the wrong orders: the checklist works.
