A Customer Asked Me If Bear Spray Is Stronger Than Pepper Spray. Here's What I Told Him.

Last Wednesday afternoon, my desk phone rang. On the other end was a purchasing manager from a metal fabrication shop down in Jackson, Mississippi. He needed 50 pairs of moc toe work boots and 30 welding respirators for his crew. Not a huge order, but not a small one either. I pulled the spec sheets and started putting together a quote.

We were almost done when he added, almost as an afterthought: “By the way, is bear spray stronger than pepper spray?”

I didn’t have a spec sheet for that.

What I actually do all day

I’m the quality compliance manager at Jackson Safety. In plain terms, I’m the person who reviews every personal protective equipment item before it goes out to a customer. Work boots, safety glasses, welding helmets, face shields, gloves, respirators—roughly 200-something unique items a year. Maybe 180. I’d have to check the system for the exact number.

I’ve been doing this for about four years now. I’ve rejected first deliveries, argued with vendors over filtration efficiency, and sat in meetings where a $22,000 redo was on the table because a batch of respirators didn’t meet spec. I’ve seen what happens when a safety product is treated like a commodity instead of a piece of engineering.

But bear spray? That’s not in my lane.

The order itself: boots and respirators

The boots were straightforward. Moc toe work boots with a composite or steel toe are standard in metal fabrication—you have heavy parts dropping, molten sparks flying, and workers on their feet for 10-hour shifts. We matched his boot selection against ASTM F2413-18 requirements for impact and compression resistance. The pair he’d picked qualified without any issues.

The welding respirator was a different story.

The model he initially picked was one of those low-cost disposable masks—roughly half the price of a proper welding respirator. The spec sheet said “dust protection.” I flagged it.

“Why won’t this work?” he asked. “Dust is dust. Welding fume is dust. Same thing.”

It’s not.

Welding fume is a mix of metal oxides—hexavalent chromium, manganese, nickel, depending on what you’re welding. The particles are fine, they travel deep into the lungs, and long-term exposure has been linked to serious respiratory disease. A dust mask rated only for nuisance dust won’t cut it. You need a NIOSH-approved particulate respirator, often N95 or better, and if there’s oil or vapor involved, P100.

He wasn’t happy about the price jump. I didn’t blame him. Budgets are real, and a $30 difference per respirator adds up fast on a crew of 30.

Why I’m picky about respirators

In Q1 2023, we received a batch of 500 welding respirators from a supplier. The outside looked fine—same packaging, same printing. But when I ran a routine check on the filter media, the filtration efficiency for 0.3-micron particles was measuring around 93%. NIOSH N95 requires at least 95%. It was close. Most users would never notice.

But close isn’t a certification.

We rejected the whole batch. The vendor said the product was “within industry standard.” It wasn’t, at least not by the standard our contract specified. They redid the batch at their cost. Meanwhile our customer’s launch got delayed, and the rework cost us roughly $22,000 in lost time and expediting fees. I still remember that number.

Since then, every contract I touch includes the NIOSH certification level, the filtration efficiency test method, and the acceptance criteria spelled out line by line.

So no, I don’t let a “dust mask” through as a welding respirator. That’s not me being difficult. That’s me remembering what a 93% filtration rate costs when it becomes someone’s lung condition.

What “Jackson safety” can mean

The bear spray question

“Is bear spray stronger than pepper spray?”

I’m not a self-defense product expert. I’m not an outdoor safety expert. I’ve only worked in industrial PPE, and our catalog stops at head-to-toe workplace protection. Bear spray sits somewhere outside that world.

But he needed an answer, and I gave him the most honest one I could.

If I remember correctly, bear spray is registered with the EPA as a pesticide—a deterrent. Its active ingredient concentration (capsaicin and related capsaicinoids) is typically around 1% to 2%. Personal pepper spray, by comparison, is typically in the 0.18% to 1.33% range. Bear spray is also designed to shoot a wider, fog-like pattern over a longer distance, so you can create a wall between yourself and a charging bear. Pepper spray shoots a more concentrated stream meant to stop a single attacker at close range.

So on concentration and delivery, yes, bear spray is a stronger formulation. But it’s not a “more powerful pepper spray.” It’s a different tool for a different threat.

I also told him the other half of the answer: we don’t sell bear spray, and I wasn’t going to pretend to be an expert in it. If his crew needed bear deterrents for pipeline work in the woods, he’d be better off talking to a supplier who actually specializes in outdoor and backcountry safety.

To be fair, I could have thrown together a quote for some generic pepper spray and probably made a few hundred bucks. But what if it failed him in the field? That’s not a risk I want on my conscience. Or on our liability.

What that “I don’t sell that” earned us

The order ended up being 50 pairs of moc toe work boots and 30 welding respirators, all to spec. He sent me a short email afterward. He said most salespeople he talks to say “yes” to everything, and one who says “this isn’t our strength—here’s what to look for” was a welcome change.

I’ve noticed that too. In four years, I’ve seen more trust built by one honest “that’s outside our lane” than by a thousand “we can do that” promises.

One-stop-shop vendors have their place. But in safety equipment, getting it right matters more than getting it everywhere. If you only remember one thing from this story: find a supplier who knows their limits. And if they tell you to go somewhere else for bear spray, listen.

I’m not 100% sure what the right call is in every product category. But I know what it looks like to stay honest about your expertise.
